James Dabney Miller

He is a senior associate in the Department of Health Policy & Management of the Johns Hopkins Bloomberg School of Public Health.

Miller has an M.P.H. from the Bloomberg School of Public Health (2008) and a J.D. from Yale Law School (1975), where he was a member of the Board of Editors of THE YALE LAW JOURNAL. Miller is a member of the Bars of the U.S. Supreme Court and seven U.S. Circuit Courts of Appeals. Among many other cases, Miller successfully argued one of the leading cases under the Hatch-Waxman Act, Purepac Pharm. Co. v. Friedman, 162 F. 3d 1201 (D.C. Cir. 1998); two of the leading cases under the Freedom of Information Act, Critical Mass v. NRC, 975 F. 2d 871 (D.C. Cir. 1994) (en banc) (Exemption 4), and Multi Ag Media LLC v. Dep't of Agriculture, 515 F. 3d 1224 (D.C. Cir. 2008) (Exemption 6); and one of the leading cases on news media access to covert FBI surveillance videotapes, In re New York Times Co., 150 F. 3d 766 (7th Cir. 1998). He is the author of several papers published in JAMA, including most recently: The European Medicines Agency and Publication of Clinical Study Reports: A Challenge for the U.S. FDA.
